### Post Title: MSPglobal Consultant to support Regional - Coordination Activities and the pilot project of the - Southeast Pacific - Domain: IOC - Organizational Unit: Intergovernmental Oceanographic Commission - Primary Location: Paris, France - Recruitment open to: Internal / External - Type of contract: Consultant - Monthly salary: 3000 – 3500 USD (Depending on skills) Deadline (midnight, Paris time): 30 June 2019 ## OVERVIEW OF THE FUNCTIONS OF THE POST Under the overall authority of the Director-General and under the supervision of the Assistant Director-General for the Intergovernmental Oceanographic Commission (ADG/IOC), the incumbent will assist with the implementation of technical activities at the IOC Marine Policy and Regional Coordination Section (IOC/MPR) within the context of the Project MSPglobal co-financed by the European Maritime and Fisheries Fund of the European Union. The incumbent will specifically:  Support the Project Coordinator in the day-to-day implementation of the MSPglobal work plan.  Support the coordination of the pilot project in the Southeast Pacific, in line with the description of the action by maintaining the project’s overall integrity and coherence.  Contribute to develop the pilot case studies and to assist the Project Coordinator in responding to change and challenges in coastal and marine environments through further development of science-based management tools.  Assist in the coordination of data and information compilation within the pilot project and submission of inputs to other activities of the project.  Assist the development and maintenance of the MSPglobal information platform and tools.  Contribute to enhancing the collaboration with relevant public and private stakeholders in the context of the pilot project.  Contribute to the development of multilingual web-based multimedia products and training materials.  Contribute to events, trainings, meeting reports and scientific papers and the regular reporting of activities to the Head of the MPR Section and MSPglobal Project Coordinator.  Assist the Project Coordinator with the production of project outreach, translations and marketing materials in the languages used in the pilot project.  Assist the Project Coordinator in any other related activity that may be assigned by the Management Team.  Assist the Head of Section on Marine Policy and Regional Coordination in activities related to the implementation of the IOC-UNESCO and the European Commission Joint Roadmap to accelerate Marine/Maritime Spatial Planning worldwide. ## REQUIRED QUALIFICATIONS EDUCATION  The consultant should hold a postgraduate degree in marine/coastal resources management, environmental sciences, biological sciences, geological sciences or equivalent combined with the use of information/data management tools. WORK EXPERIENCE  At least 3 to 5 years of relevant experience at regional, transboundary and international level in project management related to marine and maritime policies in connection with environmental information systems, decision support tools and marine spatial planning. SKILLS/COMPETENCIES  Excellent research, analytical and problem solving ability, including taking part in the resolution of issues and in the application of good judgement.  Very good inter-personal skills and ability to maintain effective partnerships and working relations within a multi-cultural environment; ability to work collaboratively as part of a team to achieve organisational goals.  Ability to plan own work and manage conflicting priorities; work under pressure.  Ability to write and speak clearly and effectively, including the ability to draft reports in a concise style and communicate complex scientific information to a broader audience – via visual, written and verbal modes.  Demonstrated ability to conceptualise issues and analyse data to compile and synthesise information in coherent and succinct formats;  Excellent coordination and negotiation skills;  Specific knowledge on marine/maritime spatial planning, databases and information products;  Demonstrated ability to use office equipment with computer literacy in graphic design, publication design, ### multimedia products development, web design, web content, etc.; -  Demonstrated ability to use GIS software; -  High attention to detail and ability to work under tight deadlines. - LANGUAGES -  Excellent knowledge of Spanish and English. Knowledge of French and Arabic will be an asset. ## BENEFITS AND ENTITLEMENTS This is a consultant contract for 11 months (including a probationary period of 3 months) and is renewable for 11 additional months, subject to satisfactory service and availability of funds. The appointment is non- career and does not carry any expectancy of conversion to another contract.
